Definition of the Position JOIN THE CITY OF ORANGE LIBRARY SERVICES DEPARTMENT AS A LIBRARY LITERACY PROGRAM COORDINATOR! This recruitment will close on January 15, 2024.

Over the past 8 years, we have made a positive impact on individuals, families, and the community with our Literacy Program.
We need an enthusiastic point person to ensure that we develop and provide this important service.
The current vacancy is a part-time, 20-hour per week, benefited position scheduled to best service the clientele - requiring flexibility to accommodate varying hours including evenings and some weekends.
Under general supervision, coordinates and implements the Library Services Department's Adult Literacy Program, including recruiting, training, and recognizing/rewarding volunteer tutors; develops and implements methods to encourage learner participation; maintains tutor/learner records; performs reading level assessments; provides outreach to the community; participates in the activities of the specialized library literacy community (networking); coordinates scheduling of the learner/tutor pairs; and performs related work as required.
SUPERVISION RECEIVED AND EXERCISED Receives general supervision from managerial staff.
Exercises supervision of volunteers and literacy support staff.
Provides training, guidance, and technical and functional direction to tutors, volunteers, and literacy support staff.
CLASS CHARACTERISTICS This is a journey-level class that coordinates and implements the Library Services Department's Adult Literacy Program.
Responsibilities include working with staff to identify opportunities for volunteer support and develop program parameters; recruiting and training tutors; ensuring compliance with all applicable department and City policies and procedures; supporting and administering a recognition program; and maintaining records and reporting statistics related to the program, including tracking hours.
The incumbent assists in promoting the Adult Literacy Program through public speaking and participation in community events and activities.

Plans, oversees, coordinates, and implements the Adult Literacy Program.
Assists in developing and implementing goals, objectives, policies, programs, procedures, and work standards for library literacy services.
Directs and may participate in tutor and learner recruitment and oversees evaluation of learner assessment tests.
Oversees and supervises selection and review of library literacy materials and resources.
Arranges, coordinates and/or conducts training sessions for volunteer tutors and learners.
Assesses effectiveness of services and programs by developing surveys and conducting periodic progress visits with program participants and implements changes in response to results.
Continues and sustains an active public awareness campaign by speaking to community groups, writing press releases, and developing and disseminating public relations and recruitment materials such as brochures, flyers, videos and newsletters.
Plans, coordinates, supervises and conducts literacy events and participates in library events as appropriate.
Develops and maintains collaborative relationships with area businesses and organizations, in order to promote and expand library literacy services and programs.
Assists in the development and preparation of grant applications and coordinates submission of required reports and documents.
Proposes programs and projects to meet identified needs.
Implements, oversees and evaluates grant projects.
Develops annual budget requirements for literacy services and grant projects and monitors expenditures.
Plans, organizes, directs, supervises and reviews work of literacy support staff, volunteers, tutors, contract and grant-funded positions.
Serves as liaison to community agencies and other literacy groups, and may participate as a member of or staff to various boards and committees.
Monitors new developments in the literacy field, incorporates new developments, as appropriate, into programs and services.
Participates with senior level library staff in developing and implementing general goals for the library.
Performs other duties as assigned.
Typical Qualifications QUALIFICATIONS Knowledge of: Principles, practices, and methods of administering and coordinating a literacy program.
Principles, practices and techniques of public relations, community outreach and service promotion.
Principles and practices of program administration and personnel management.
Office management principles.
Applicable Federal, State, and local laws, codes, and regulations, including administrative policies and procedures.
Business letter writing and basic report preparation techniques.
Effective communication techniques in public presentations.
Basic record keeping principles and procedures.
Basic mathematical principles.
Modern office practices and procedures, including the use of standard office equipment.
Computer applications related to the work, including word-processing, spreadsheet, and graphic design programs.
English usage, grammar, spelling, vocabulary, and punctuation.
Records management principles and practices.
Techniques of dealing with individuals of various ages and from various socio-economic groups and for effectively representing the City in contracts with users and the community.
Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and City staff.

Establish and maintain effective working relations with adult learners and their families, volunteers, tutors, library staff and a wide variety of community professionals and organizations.

Effectively select, train, and evaluate paraprofessional support staff, contract and grant-funded staff, and volunteers.
Effectively plan, organize, and direct the work of paraprofessional staff, contract and grant-funded staff, and volunteers.

Recognize successful methods and programs for teaching literacy skills and adapt them to the needs of adults and families in the literacy program.
Prepare clear and concise reports, correspondence and other written materials; maintain accurate records.
Communicate clearly and effectively both orally and in writing.

Develop appropriate and effective collections/resources within literacy services.
Conduct research using print media and electronic resources.
Ability to use computer equipment and applications such as Microsoft Office, Internet, and e-mail.
Learn, interpret, and apply Federal, State, and local, administrative and departmental laws, codes, regulations, policies, and procedures.
Respond to requests and inquiries from program participants the general public; make presentations to the general public; elicit community and organizational support for assigned program and projects.
Schedule and coordinate projects; set priorities; adapt to changing priorities.
Prepare written reports and correspondence.
Make sound, independent decisions within established policy and procedural guidelines.
Establish and maintain a variety of manual and computerized recordkeeping systems.

Operate modern office equipment, including computer equipment and specialized software applications programs.

Education and Experience: Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying.
A typical way to obtain the required qualifications would be: Equivalent to graduation from an accredited four-year college or university with major coursework in public administration, social science, education or a related field.
Two (2) years of professional experience in a literacy program, teaching, library or community service program similar to a Literacy Program, including one (1) year of lead or supervisory experience.
Experience working with community groups and organizations is highly desirable.
Licenses and Certifications: Possession of, or ability to obtain, a valid California Class C Driver License by time of appointment.
Supplemental Information PHYSICAL DEMANDS Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups, and over the telephone.
This classification primarily works indoors and requires frequent standing in work areas and walking between work areas.
Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment.
Positions in this classification frequently bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and shelve materials.
Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 50 pounds.
ENVIRONMENTAL ELEMENTS Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances.
Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.
WORKING CONDITIONS May be required to work flexible schedules including evenings, weekends, and holidays.
