This position requires the background, experience, and leadership skills necessary to provide effective management of global trade compliance for all HHI’s sites/businesses including application, development, and certification for Customs-Trade Partnership Against Terrorism, C-TPAT, and United States, Mexico & Canada, USMCA activities; Free Trade Zones, FTZ establishment and auditing; and corporate trade compliance leadership.
The position is responsible for managing a global team of compliance professionals operating as a Center Of Excellence, COE, advising regional managers and other compliance and logistics professionals worldwide, resolving internal and external disputes that cannot be handled regionally, creating and/or maintaining the global compliance manual that outlines all policies, procedures, and organizational structures and advising senior executives on how changes in government trade policies may affect trade compliance and supply chain operations.
The position also has primary business responsibility for selecting and managing technology applications and outsourcing arrangements to support global compliance.
*Primary Duties and Responsibilities* · *(25%) Manage Global Trade Compliance function.
* o The position will be responsible for creating and/or maintaining a trade compliance program that will be used throughout HHI and empowered to make changes to the plan when deemed necessary.
Changes may need to be approved by a supervisor or manager as define by the business process.
The global trade compliance manager must fulfill the following tasks: o Develop and update import/export related policies, procedures, manuals, and best-practice standards to comply with changing regulations.
o Conduct annual internal and external audits of trade compliance program, policies, and procedures.
Standardize and enforce best-practice methods across HHI sites/businesses for compliance through periodic risk assessments and audits.
o Maintain records to support compliance with government agencies and international trade regulations.
Including dashboards and digitization.
o Maintain trade compliance master data per Spectrum Brands Master Data management requirements.
o Act as primary point of contact for government import/export audits or other queries including financial reconciliation.
· *(25%) Optimize Import/Export Operation Costs, Duty Payment, and Flow through Customs Ports* o Monitor and track compliance and resolve violations and conflicts.
Manage material flow and compliance to Incoterms and support of revenue recognition.
o Resolve customs issues relating to the clearance of merchandize by working daily with brokers and other related logistics providers.
o Act as primary point of contact for internal stakeholders, customers, and vendor queries.
Communicate compliance requirements and monitor compliance internally to ensure all aspects of compliance are understood and followed.
Conduct or arrange import compliance training as needed.
o Facilitate the acquisition of export and import licenses.
o Manage and/or select customs brokers including measuring service-level agreement (SLA) adherence by conducting sample audits of broker submissions, and compile and manage compliance scorecards.
Maintain alignment with Finance on duty accrual and manage duty draw back program.
Proactively implement processes to minimize duties (i.
e.
, tariff engineering) and fees while exercising reasonable care to the highest degree.
o Manage power of attorney requests.
o Administer and maintain restricted and denied party screening process, procedures, and technology.
o Work with customers and suppliers to form strategic alliances to implement continuous improvement initiatives for import / export documentation generation and retention.
· *(25%) Responsible for designing and implementing regional and local Trade Compliance strategies.
* o Assist legal counsel, logistics, sales and other areas on compliance and documentation related to imports/exports.
o Ensure all trade compliance metrics are met.
Identify action items, marshal resources to address action items and follow up on all trade compliance-related issues.
o Report performance and risks of global trade compliance operations to Director, Logistics.
Create and disseminate daily, weekly and/or annual reports.
o Operate and manage daily reporting requirements for transactions and inventory in Spectrum Brands Free Trade Zones (FTZ).
o Manage all Customs-Trade Partnership Against Terrorism (C-TPAT) related activities and certification, including providing assessment or certification as required by customers.
o Lead selection process of global trade compliance software.
Define system structures and alignment to interface to ERP.
Act as main business administrator for the system.
Work with Information Technology, IT on the request for proposal process, and make sure the vendors being considered adhere to corporate Information Technology, IT policies and strategies.
o Serve as the internal advisor to the Information Technology, IT and information security departments to interpret compliance-related questions and system ERP system setups.
o Work with Information Technology, IT to integrate controls within specific logistics and other business and Information Technology, IT processes to ensure compliance and alignment to ERP.
Lead Global Trade Compliance efforts to integrate Global Trade Management into Spectrum Brands ERP program.

· Establishing, guiding, auditing, and adjusting effective corporate trade compliance programs · Knowledge of transportation Subject Matter Expert ERP Transportation Management System, Global Trade Management compliance software and Navigation of ACE.

*Work Environment* Under normal operating conditions, this role will work with the usual Spectrum brands organizational policies and normal practices of the Logistics and Fulfillment organization.
However, if the position is notified outside of normal working hours to conduct a trade compliance-related task that has critical business impact, one will be expected to perform the role out of hours to the extent required to protect the organization.
Availability to travel regularly to support internal reviews of trade compliance processes and to train staff is required.
Pay Range: $140,213 - $205,646 + 15% bonus This “base salary range” is a reasonable estimate for this position at the time of posting.
Pay within each range is based on a variety of factors including, but not limited to, to primary work job-related knowledge, skills, experience, business requirements and geographic location.
